Vijay George, Director of Technology Consulting

As Director of Technology Consulting for Bridgepoint Consulting, Vijay George supports public sector organizations with digital transformation initiatives, including IT strategy and planning, assessments, technology modernization and systems implementation & integration. Vijay is a strategic leader with over two decades of executive and technology leadership experience. Prior to joining Bridgepoint, he served as CIO for the State of Texas Comptroller of Public Accounts and as CIO for a public-sector utility, the Lower Colorado River Authority.

He has led transformational initiatives designed to increase growth and efficiency for organizations in many sectors including utilities, state and local government, IT services and manufacturing.

Dominica Council, Director of Public Sector Services

As Director of Public Sector Services, Dominica Council helps to lead Bridgepoint’s Business Development efforts for technology in the Great State of Texas. Dominica has more than 20 years of experience in sales/business development at Hewlett-Packard (HP) and CA Technologies, selling solutions and services to State and Local Government and Education (SLED). In those roles, she helped customers leverage technology to improve services to its citizens. Dominica has also been an active member in several IT and community advisory Boards throughout her career. This includes: two terms as Chair and Board Member of Texas Association of State Systems for Computing and Communication (TASSCC), Advisory Board member for eRepublic’s CIO Academy, Texas Technology Consortium member, Board member of Greenlights for Non-Profit Success (now Mission Capital) and Co-President of McCallum’s Royal Theatre Society, among others.

Russ Finney, Senior Advisor

Russ Finney is a well-known, award-winning IT strategist and interim executive who serves as a leader, advisor, educator and speaker. As an IT executive and consultant in both the private and public sectors, Russ has led large IT groups through complex and challenging situations throughout a career that has encompassed a wide range of industries. Prior to his work as a consultant and advisor, Finney served as CIO of Tokyo Electron and Senior Manager for Ernst & Young. His expertise includes: strategic business and IT planning, IT service optimization, system implementation, IT budget development and review, Agile methodology, ERP assessments and implementations. Russ also serves as a business and technology lecturer at The University of Texas-Austin McCombs School of Business, has been named a Top 5 CIO Influencer by Apollo Research and was recognized as one of the top 10 CIO advisors in the U.S. He earned a Bachelor of Science in Management Science and Computer Systems from Oklahoma State University.

Lane Becker, Senior Advisor

Lane Becker has extensive entrepreneurial and technology experience, in both the private and public sectors, and has been involved in the development of the Worldwide Web since its earliest days. He has served in a wide variety of tech roles, from website setup to venture capital investment in early-stage startups. Lane has vast experience in government on the federal level, including 18F (the innovation arm of the General Services Administration) and Code for America. His expertise includes: Product Leadership, Strategic Partnerships, Business Development, Organizational Strategy, Business Process Strategy, Technology Investment, Change Management, Product and Process Development and Design Strategy. A proven product developer/manager and market strategist, Lane is adept at creating partnerships to further business development with additional specialties in user experience research, strategy and design; investment fundraising; patience; and disasters — both creation and recovery. He earned a Bachelor of Science in Radio-Television-Film from the University of Texas at Austin. Additionally, Lane is a New York Times bestselling author.
